With fall semester near, Towson University's neighbors say ordinance continues to curb unruly student gatherings

As Towson University students prepare to head back to campus this week, university officials say complaints of loud, unruly gatherings near the campus are down by as much as 50 percent in some neighborhoods since the Baltimore County Council passed an ordinance to deter problem behavior . After numerous neighborhood complaints of public urination, property damage and excessive noise in residential neighborhoods, the council passed the Social Host–Unruly Social Gatherings ordinance in January 2016 to target problem landlords and renters through their pocketbooks. The two-year pilot, which was introduced by County Councilman David Marks , will expire in January. With a full school year having passed since the enactment of the ordinance, neighbors, Towson University officials and county police officials say it is working to curb problem behavior . Walking around Borough Park must feel, to some, like time travel. Residents of the southwest Brooklyn neighborhood are predominantly Orthodox Jews , whose 18th-century traditions still govern everything from custody disputes to attire. Guests to next week’s Housing and Community Development Summit in New Port Richey will learn how Pasco is affected and new ideas in development to make sure low-income residents can find proper shelter . They reviewed floor plans and pictorials of the complex, which has changed a bit since originally presented in spring. The latest plans detail 90 apartments and eight duplex buildings for condos and greenspace for eight more to be built in a future phase of construction. Renate Weber said she may one day seriously consider the development for her and her husband. “It’s beautiful,” she said. “I’m very surprised really. They seem to be thinking of everything. It gives peace of mind. I’ve seen assisted living like that but not in this area. Most expensive rents in Florida? Would you believe Miramar?

Five Broward County cities rank as the priciest rental markets in Florida — and, no, Fort Lauderdale doesn ’t top the list. Miramar leads with a July average rent of $1,800 a month, up 3.2 percent from a year ago, according to RENTCafé, a nationwide apartment search website . Adrian Rosenberg, a representative for the website, noted that Miramar rents have increased steadily in recent years and that more than half of Miramar’s apartment stock is made up of high-end buildings, which includes 1,500 new units delivered since 2013. Despite the recent building boom of luxury apartments in Fort Lauderdale , Broward’s county seat comes in only at No. 2 at $1,751 a month. Davie is third at $1,739. Coral Springs and Pembroke Pines are tied at No. 4 at $1,653 a month. Hunting for a new apartment to rent can lose its excitement very quickly, but in some cities the search gets much worse, much faster. If you’ve ever been on the lookout for a new home in Philadelphia, you may have experienced the worst of renting, according to a new study. A recent report from financial website WalletHub cultivated a list of the 150 best and worst cities to live in, and while smaller cities in states such as Arizona, Nebraska, and South Dakota topped the rankings, big cities like Detroit, Baltimore, New Orleans, and, yes, Philadelphia, were staggered at the bottom of the rankings, with Philadelphia falling at No. 128 in the 150-city survey. Waltham apartment complex fire was arson

WALTHAM — The massive fire that destroyed a big apartment complex under construction in Waltham in July was caused by arson, investigators said Thursday, with damages estimated at $110 million. Initially, fire officials had said they did not believe the 10-alarm fire was suspicious. But once they began investigating the charred remains in detail, they began to rethink the cause, Fire Chief Paul Ciccone said. Advertisement “We systematically eliminated all possible causes,” said the state’s fire marshal, Peter J. Ostroskey. “That led us to this point.” The blaze began in the early morning on Sunday, July 23, and demolished the five-building complex on Cooper Street near the Charles River. University Village apartments to be ready for fall semester

Students will be able to begin leasing University Village apartments this month, and the new residences will open in the fall. Leasing will begin before general housing signup in late March, so that students can plan accordingly if they don’t get an apartment. Of the 800 rooms available, 720 will be leased to undergraduates, 40 to graduate students and 40 to law students, following agreements made between the schools before construction began. As the agreement stands now, medical students will not be able to lease rooms. To sign up to live in the Village, undergraduates must have junior or senior credit standing . The longer the student has lived in on- campus housing , the greater the chance he or she will have to live in the Village. If the 720 rooms do not get filled after giving priority to these students, leasing will open to students that live off campus and want to move back on campus. Developer Carl Dranoff is planning 28 stories of luxury condos at Broad and Pine Streets, instead of the hotel-and-apartment hybrid he previously had in mind for the site, as Center City heads toward a likely near-term glut of both rental housing and hotel guest rooms . The developer’s earlier vision of a 22-story building with 76 hotel rooms and 83 apartments known as the Hyde — to have been developed with the Los Angeles hospitality mogul Sam Nazarian ’s SBE Entertainment Group — has been supplanted by a new proposal with 56 “high-end” condos, Dranoff said in an email Tuesday.
