UPDATE JULY 17: Management of an apartment complex dealing with on-again, off-again water issues is finally providing an explanation.  Water at the Sandpiper Apartment complex was shut off from Friday morning to Sunday morning .  Sunday water was flowing again, but by Monday morning tenants told 13 Action News it was back off.  "People can't shower. People can't wash dishes," said tenant Brittany Albright .  13 Action News reached out to management Saturday and Sunday and received no response.  On Monday, a manager who would not give his name said over the weekend water was shut down for scheduled repairs. He said a pipe then burst unexpectedly Monday .  13 Action News obtained a copy of an email management sent to tenants which reads in part: "We realize this is is[sic] frustrating for everyone, and Management will compensate residents in some way."  The manager could not elaborate on how they plan to do that.  Lauren Pena with the Legal Aid Center ...

STORRS, CT — Massive construction projects on the main University of Connecticut campus mean students returning to campus this week will be facing a move-in weekend like never before. Some students who arranged early move -in are already on campus, but the bulk of the 12,400 who live in Storrs residence halls will be descending on the campus beginning at 7 a.m. Friday. Freshmen are up first Friday, followed by upperclassmen and transfer students over the weekend. The biggest piece of advice for far from administrators for Friday has been to go old school while driving to the new school. PLEASANT, MI -- Kayakers paddled thhrough the parking lot of Timber Creek Apartments in Mount Pleasant Friday , June 23, as residents there scrambled to seek refuge from flash-flood waters for the night at an American Red Cross shelter . "There were people kayaking in the parking lot (yesterday)," said Joe Allen, a resident at Timber Creek. Timber Creek neighbors and people from Park Place Apartments were the largest group Saturday morning , June 24, at the shelter in Mount Pleasant High School . They were forced from their homes after a deluge of 7 inches of rain or more fell overnight Thursday and Friday on parts of Isabella and Midland counties. The rain ran off the already saturated ground, causing the flash flooding . Neighborhoods, parks and roads were covered with water. Isabella County declared a state of emergency Friday, along with Midland and Bay counties. The declaration is a step toward getting state and federal funding to repair damage from the floodi...

HOUSTON - Houston Police discovered a kush lab inside of an apartment in west Houston early Friday morning . Residents of the Summervale apartments in the 9200 block of Pagewood Lane called the fire department because of an odd chemical smell coming from one of the apartments. Both Houston Fire and Houston Police responded to the scene and, upon entering the apartment, found chemicals and equipment commonly used to make kush. Special Agents with the Texas Department of Public Safety were called in to assist with the investigation. No one was at the apartment at the time, and no arrests have been made. However, Texas DPS has opened an investigation. Kush has been a growing problem in Houston. Last summer, 16 people were taken to the hospital after overdosing on the drug in Hermann Park. Since then, Mayor Sylvester Turner has made getting the drug of the streets a city-wide priority and the Houston Police Department is helping make that happen. A high- speed chase ended when the woman who allegedly fled police last week became pinned under her vehicle after attempting to abandon the vehicle and escape on foot. Chief Deputy Matt Rice said 33-year-old Carmon Michelle Snowden of Damascus was booked in the county jail after being treated for non-life-threatening injuries at Conway Regional Medical Center . According to a probable cause affidavit, Snowden led deputies on a high-speed chase through Conway that ended at the Westlake Apartments on Hogan Lane on Aug. 10. She was booked in the county jail early Friday morning . An undercover investigator was driving along Lower Ridge Road when he noticed Snowden, who had a pending warrant in one of his active narcotics investigations , walking in a parking lot. Dallas mayor's Confederate monuments task force has mixed feelings on statues' future Dallas sculptor Barvo Walker adores the statue of Gen. Robert E. Lee that overlooks Turtle Creek Boulevard . And it has nothing to do with Lee. "It is one of the finest equestrian statues in the country," said Walker, referring to Traveller, Lee's horse. And for that one reason alone, said Walker, he would like to see the statue "kept where it is because it's such a marvelous piece of art." Walker will actually have a say in the statue's fate. (Photo: Bill Tompkins/Special to NorthJersey.com) On Saturday morning residents of a Park Ridge condominium complex were allowed to return to collect belongings after a fire Friday night displaced about 50 people.  No one was injured and the cause of the fire that started about 9 p.m. on North Maple Avenue remained under investigation, Park Ridge Fire Chief Thomas Derienzo said. On Saturday, a  blue tarp covered the collapsed roof of the building where the fire started. The theft charge, a state jail felony , stems from an offense July 11. The burglary charge, a second-degree felony, is connected to video surveillance footage that shows Andersen walking up to a Southridge resident's garage on Monday morning in the 1100 block of Chapel Drive. Police said he entered the resident's garage, hopped in an unlocked 2017 Chevy Cruze and drove away.  Police found the car hours later in the same neighborhood but couldn't locate the suspect.   At about 10:30 a.m. Friday, police drove to a Southridge home in the 800 block of Sandpiper Drive to arrest him on the two active warrants. But Anderson fled on foot when officers confronted him, running through driveways and backyards throughout the neighborhood, according to witness accounts.  Department spokesman Bryan Cose said it's unclear whether the man lived in the neighborhood. Until Saturday, August 12th, Debra Godfrey liked to sit on her front porch in the afternoons. She’d smoke a Newport and watch what little traffic there was pass by. Godfrey, who is fifty-one, lives in Belmont, a quiet neighborhood on the southeast side of Charlottesville, Virginia.
