Sacramento police on Thursday released body -camera images from a controversial encounter last month in which an officer grabbed the arm of a pregnant woman who moments later fell to the ground. The department released a statement saying officials decided to post the dramatic and, at times, profane video, which is broken into four clips, on YouTube because they’re dedicated to transparency. On July 9, a police license - plate reader detected a stolen vehicle, according to the statement, and officers soon found the car and detained a female driver. But police then began looking for a male suspect, who they say had an outstanding warrant and was last seen at an apartment complex in northern Sacramento . Officers eventually went to the complex and spotted a man who police say closely matched the suspect’s description seated outside the apartments. Police said the man ran inside and locked the door. Police in Manhattan took a man into custody after he allegedly tried to break into the apartment of a tenant with Confederate flags on the windows. The suspect, who identified himself to NY1 as Darren Keen, was arrested on the Lower East Side around 9 p.m. Friday. Police say officers heard the sound of broken glass at a building on East 8th Street near Avenue D.   When they went to investigate, the NYPD says they found a trail of blood leading to the next building and up to Keen's apartment. As rents climb across the U.S., more people are being driven into homelessness. In some of the country’s hottest housing markets , rent increases have a strong connection with upticks in the homeless population , according to a study released this week from real- estate website Zillow . In New York City, a 5% rent hike would lead to nearly 3,000 more people becoming homeless. In Los Angeles, the same increase in rent would leave around 2,000 people without a place to live. To produce the report, Zillow created a model that analyzed different variables, including how population growth and changes in rent affect the homelessness rate. The model also considered the accuracy of homeless counts. Zillow then passed Census population figures , homelessness counts and its own rental data through the model to determine the relationship between rental prices and homelessness in different cities. As Towson University students prepare to head back to campus this week, university officials say complaints of loud, unruly gatherings near the campus are down by as much as 50 percent in some neighborhoods since the Baltimore County Council passed an ordinance to deter problem behavior . After numerous neighborhood complaints of public urination, property damage and excessive noise in residential neighborhoods, the council passed the Social Host–Unruly Social Gatherings ordinance in January 2016 to target problem landlords and renters through their pocketbooks. The two-year pilot, which was introduced by County Councilman David Marks , will expire in January. With a full school year having passed since the enactment of the ordinance, neighbors, Towson University officials and county police officials say it is working to curb problem behavior .
