NEW YORK — The Confederate flags had been in a Manhattan apartment window for over a year. And then, in a matter of days last week, they were met with hurled rocks, a punched-out window, a tarp hung over them and legal action. By Monday, the lighted flags were no more to be found in the seventh-floor windows in the East Village neighborhood , where the Confederate symbol had been displayed alongside an Israeli flag and a colonial-era American one. They’d attracted new attention after an Aug. 12 white nationalist rally to preserve a Confederate statue in Charlottesville, Virginia, spiraled into violence that left a counter-protester dead and stirred debate over where or whether Confederate statues and symbols belong in 21st-century America. Police in Manhattan took a man into custody after he allegedly tried to break into the apartment of a tenant with Confederate flags on the windows. The suspect, who identified himself to NY1 as Darren Keen, was arrested on the Lower East Side around 9 p.m. Friday. Police say officers heard the sound of broken glass at a building on East 8th Street near Avenue D.   When they went to investigate, the NYPD says they found a trail of blood leading to the next building and up to Keen's apartment. Police say Keen admitted to breaking a window and was taken into custody. He spoke exclusively with NY1 hours earlier and told us he was upset about the flags. But there are options for those who cannot afford the market rate, including co-op apartments for buyers who earn a certain percentage of the area median income , or A.M.I. These buildings are scattered all over the city. Some date to the 1950s; others are brand-new and still looking for buyers. Some are limited to those who earn less than the median income -- 60 or 80 percent, for example (the median for a family of four in New York City is $83,000). Others have apartments for those earning a bit more than that sum. Many new developments try to bring in owners from different economic backgrounds, and are likely to include market-rate units as well. Less than a week into Cheyenne’s 151st year, the City Council has another chance Monday night to shape its future. What do we want to be? An open, welcoming community that embraces all people, regardless of socioeconomic status, and invites them to live wherever they choose? Or a city that forces people below a certain income level to live primarily in a certain part of town? The right choice should be obvious: Avoid any hint of discrimination and grant final approval to the rezoning application for a proposed low- and middle- income apartment complex in north Cheyenne.
