Dr. Carson actually hasn't been in the Capital area since 2015, which was before he was named secretary of the US Department of Housing and Urban Development (HUD). He was scheduled to hold a press conference at 4:15 p.m. about his trip, but that was pushed back as the schedule got slightly behind.  During this trip, he toured Denham Springs housing with Mayor Gerard Landry , Congressman Garret Graves , US Sen. Residents have complained about bed bugs in their apartments to local, state and federal agencies during the past several months. Last week, the Greenbriar Apartments , 121 Waverly Road, was inspected by dogs trained to sniff out bed bugs. Thursday evening about 6:30, a notice was slipped under Sue Coulters door . The bed bug-sniffing dogs had detected the parasites in her apartment and workers would be by the next day to throw out her furniture. Since last summer, strips of white, sticky cardboard have been conspicuous in Coulters apartment , under the furniture, by the walls. Both men were born with cerebral palsy and live off Supplemental Security Income , or SSI—a stipend that puts them under the federal poverty line . So far, they’ve managed to keep a roof over their heads by splitting the cost of rent. But since the affordable housing crisis hit , the roommates have been priced out of two apartments in just two years. The stressful shuffling was witnessed by Jennifer Schmidt, their case manager at InAlliance, a nonprofit that provides employment and living services for people with disabilities. Advocates such as Schmidt are becoming increasingly alarmed by the way skyrocketing rents are affecting Sacramento County ’s 14, 000 disabled residents .
