RICHMOND, Va. -- Family members say a world- renowned hair stylist and business owner was killed in a double shooting outside a Southside apartment complex Thursday night . Police said 33-year-old Karen A. Turner, of the 10400 block of Colony Village Way in North Chesterfield, died after shots were fired on Green Cove Drive outside the Blue Ridge Estates apartment complex around 10:40 p.m. Karen Turner A second woman was wounded after two women were heard arguing in the parking lot, Crime Insider sources told Jon Burkett . More than 20 residents at Greenbrier Gardens Apartments have been displaced due to flood damage. The Sedalia Rental Inspection Committee continued to nail down details of the inspector training program during Wednesday night’s meeting. The committee has spent the last several meetings deciding the details of the city offering a certification program. The idea is to have a city- sponsored class offered to citizens wanting to become a rental inspector . Those who complete the course would be included on an approved list given to landlords. Landlords would choose their own inspector from the list to complete the proposed rental inspections . PARK RIDGE — Police are investigating the killing of a Park Ridge woman found dead inside her Florida apartment on Tuesday. The body of Nicole Franco, 19, was found early Tuesday morning in her Oakland Park apartment , the Broward County Sheriff ’s Office said on Thursday. Franco had called 911 at 3:29 a.m. to report that someone was breaking into her home, but only gave dispatchers the apartment complex's address, not her apartment number, investigators said. Officers went door-to-door at Bridgewater Place, looking for signs of a break-in. They found an open sliding glass door to a first-floor apartment, and found Franco's body inside, investigators said. Authorities have not yet released information on how Franco was killed, but said her death is being investigated as a homicide.
