Forest Hills apartment owners making big changes after years of failed inspections

In the spring of 2015, residents of the Forest Hills Apartment complex complained about their air conditioners not working, mold in their apartments, outdated fire extinguishers , broken electrical outlets and slow response times from the management company . Now after about 18 months of renovations, things are starting to improve, residents say. “They’ve got a new manager, Ms. Eunice, and she is really, really trying to get some stuff done here,” Joyce Mosley, a long time resident of Forest Hills, said. “She has repaired several apartments, taken care of mold issues. They’ve sent in painters and plumbers.” Resident Keith Miller agreed . He said on a scale of 1 to 10, he’d give the new management an eight, primarily for their effort. He said things are not perfect, but he sees some improvement. Forest Hills has had a history of troubles in recent years. A Felton woman has become the second victim of a deadly fire that swept the Woodcrest Arms apartment complex June 6 . Jeff Brown, News Editor A second victim of the June 6 fire at Woodcrest Arms apartment complex has died. Christina Lynn Taylor , 33, of Cedar Grove Church Road , Felton, died the afternoon of June 7 while at Crozier Chester Burn Center , Chester, Pa., said Dover Police Capt . Tim Stump. Taylor and her boyfriend had been at the apartments to help a relative move, Stump said. The boyfriend, whose name was not released, was still at the burn center, where he had been taken with life-threatening injuries after the fire. Stump also identified the first victim of the blaze as Jacqueline Wuest, 61. Wuest’s body was found in her third- floor apartment during an initial sweep of the building. The Horizons at Rock Creek apartments in Superior have been sold in the largest multifamily transaction in Colorado history . In a deal that closed Monday, real estate investor Bell Partners of Greensboro, N.C., will pay about $250 million for the 1,206- unit luxury apartment complex to the southeast of U.S. 36 and South 88th Street . It marks the first western U.S. acquisition for Bell Partners, whose $ 5 billion apartment portfolio is based primarily in the Southeast. “They were looking for an opportunity to get into this market and establish a beachhead,” said Terrance Hunt, executive managing director of ARA, a Newmark Co., which brokered the transaction. “This was a prime opportunity for them to set up shop here.” The 80- acre property features a 13-acre lake and a 24,000-square-foot clubhouse. Framing began this week for 346 apartments in Chino Hills on the northeast corner of Fairfield Ranch Road and Monte Vista Avenue , east of the 71 Freeway. Units are expected to open in May 2018, according to Eric Heffner, director of real estate development for Bridge Investment Group Holdings , LLC. He said he could not predict the rent but costs will be priced at what the market will bear when they open. The very- high density apartment complex on 15 acres will include 18 buildings containing 1-to 3-bedroom units, ranging in size from 751 to 1,276 square feet. Gross density of the project is 23 dwelling units per acre. The gated complex will be called Crossings at Chino Hills and include a 4,077-square-foot clubhouse and gym, barbecue areas, grass areas, and a dog run. Two Tulsa apartment complexes have been purchased by separate investors for more than $16 million. The properties include Canyon Creek Apartments at 2102 E. 51st St. and Foxfire Apartments at 7324 S. Wheeling Ave., Tulsa County land records indicate. The 384- unit Canyon Creek Apartments was purchased for $9.6 million in a joint venture by Investors Properties Services of Irvine, Calif., and Oro Capital Advisors of Los Angeles. Michael Chesser, president of apartment income investors for IPS, said the company was attracted to Canyon Creek because Tulsa made a favorable impression. "We own properties all over the country, and we're interested in Tulsa because of its stability and the favorable economic conditions there," he said. In fact, Chesser said the company will close on the purchases of four more Tulsa apartment properties this spring. A wealthy Orange County investor has acquired Brookstone Apartment Homes in Buena Park for $38 million. Patrick Cadigan , the former chief executive of Electronic Engineering Co. of California, bought the 184-unit community at 7400 Artesia Blvd. from L&B Realty Advisors , a Dallas- based investment firm with real estate holdings across the country. Built in 1977, Brookstone consists of 112 one-bedroom and 72 two-bedroom units across 17 two-story buildings. The property features a pool and spa, a fitness center and covered parking. Carl Greenwood , general partner of real estate investment firm Greenwood & McKenzie, said Cadigan liked the quality of the recently renovated complex . “There’s a shortage of supply of good apartment complexes for sale,” he said. Cadigan, who made headlines last year when he pledged to donate $27 million to a pair of schools in Boston, is one of the county’s largest real estate investors .
